This includes an unequivocal statement that the national adult illiteracy rate has fallen below the UNESCO benchmark and that this constitutes eradication. Preferably the declaration comes in an SEP or INEA press release or an INEA/INEGI statistic cited by reporters, but two independent news reports are sufficient. Statements that only say "progress", "near eradication", plans, or only publish a numeric rate without explicitly calling it "eradication" do not count. Otherwise NO.
