Resolution may be based on an official U.S. government announcement (for example a U.S. Department of the Treasury/OFAC press release, a White House statement, or a U.S. Department of State announcement) or on credible reporting by at least two independent, authoritative international news organizations stating that the U.S. has imposed sanctions on a bank headquartered in Iran. Announcements that only state an intention to sanction in the future, or sanctions that name only non-bank entities or only foreign branches or subsidiaries, do not count. Otherwise NO.
