Oh YES, is the question poorly phrased? BEFORE JULY 28 means July 27 at 11:59 PM... At 12:01 AM, it's July 28. The YES / NO constraint says something different than the title: ON JULY 28 BEFORE 6:00 PM. It's not the same question at all. NO BIG DEAL, I'm learning to read the constraint.
