Will FC Barcelona publicly announce the signing of Cancelo?

YES if, no later than August 13, 2026, FC Barcelona or Cancelo's current or previous club publishes an official announcement on its official website or in an official press release saying Cancelo has joined FC Barcelona (any contractual form counts). YES also if at least two independent major sports news organizations report the transfer as completed and name FC Barcelona as the destination by that date. Otherwise NO. If the clubs explicitly state the transfer did not complete, or the only public information is an 'agreement in principle' or 'pending medical' without the clubs declaring the registration/transfer complete, it resolves NO.
