Resolves YES if the tropical cyclone officially designated 'Dolly' is officially classified as a hurricane (Category 1 or greater) at any time on or before 09:00 on August 30, 2026, in an official advisory from Mexico's Servicio Meteorológico Nacional (SMN/CONAGUA), or if another recognized tropical cyclone warning centre or a major independent news agency explicitly reports that Dolly has become a hurricane. Resolves NO otherwise. If the original system named 'Dolly' dissipates and a different system later reaches hurricane strength under a different name, that does not count.
