Credible reporting by two or more independent Spanish national news outlets that the Tribunal Supremo has issued such a ruling is also sufficient. Laws passed by the Cortes Generales or royal pardons not accompanied by a Tribunal Supremo ruling do not count, and if the Tribunal Supremo's document only commutes sentences or grants non‑exonerating relief that media do not describe as 'amnistía'/'perdón'/'exime de responsabilidad penal', resolve NO.
