If both the Préfecture du Gard and City of Alès sites are inaccessible at resolution time, the market resolves YES if the national official list of mayors on data.gouv.fr shows a change of mayor for Alès by the resolution time, otherwise NO. A temporary statement that the mayor is "unavailable" without an arrêté, council minutes, or an explicit press release naming a different mayor or accepting a resignation does not qualify as YES.
