If Keraunos publishes no classification by the resolution date, the market resolves YES only if at least two independent major French national news outlets explicitly report a Keraunos or other official meteorological authority classification of EF3 or higher for the Pomas tornado by the resolution date. Treat 'F' and 'EF' as equivalent. A provisional Keraunos rating counts. If Keraunos publishes a lower rating or states the event was not a tornado, the market resolves NO.
