🤖 Context
YES if the National Hurricane Center (NHC) records that the cyclone identified as "Elida" had maximum sustained 1-minute winds of at least 74 miles per hour (64 knots) at any time on or before 12:00 UTC on July 22, 2026. If the NHC publishes no operational advisory for a system named "Elida" but explicitly attributes those winds to an identifiably equivalent system under a different name in an NHC advisory or in the NHC's official post-storm Tropical Cyclone Report, that NHC statement counts as YES. If no NHC advisory or Tropical Cyclone Report exists for the system by the resolution time, the market resolves NO.
