Preferably this appears in a Spanish Government press release or a European Commission acknowledgement, but if neither official release nor acknowledgement is available the market also resolves YES if at least two independent reputable news outlets report that such formal written submissions containing all three requests were transmitted to the Commission by the deadline. Announcements of intent, ministerial statements of future plans, or draft proposals not formally transmitted do not count, and otherwise the market resolves NO.
