Resolves YES if Clutch's finalized archived total, computed from SNCF's official real-time open-data feed on the French government's Transport data platform (dataset 'horaires-sncf'), shows at least 550 distinct SNCF trains whose latest reported delay during the local calendar day that started at local midnight and ran through July 31, 2026 was 5 minutes or more. Otherwise it resolves NO. If Clutch's finalized archived total for that local calendar day is not yet available at resolution time, the resolver will wait and retry until the archived total becomes available.
