Each train is counted once using its latest reported delay, and only trains whose latest reported delay during that local calendar day was at least 5 minutes are included. Otherwise NO. If Clutch's finalized archived total for that local calendar day is not available at the stated resolution date, the resolver will wait and retry until a finalized archived total is available. The market will not resolve NO merely because the archived reading is temporarily unavailable, and the resolver will not use an unfinished snapshot, a live reread, or any other substitute.
