YES if, no later than September 30, 2026, either (A) the Government of Egypt (Cabinet, Presidency, Ministry of Foreign Affairs or the ministry responsible for communications/ICT) and Huawei or a Huawei‑led Chinese consortium each publish a public press release or statement explicitly saying they have signed a binding agreement to build a data centre in Egypt, or (B) at least two independent authoritative international news organisations (for example Reuters, AFP, AP, Financial Times, New York Times or Wall Street Journal) publish reports saying the Government of Egypt and Huawei (or a Huawei‑led Chinese consortium) have signed such a binding agreement. Announcements that refer only to a memorandum of understanding, a framework, an MoU, an expression of intent, or to negotiations do NOT satisfy the condition unless both parties explicitly call the instrument a signed 'binding agreement'. In cases of contradicting official statements, the market resolves according to the majority of independent authoritative reporting, preferably an Egyptian government or Huawei press office statement plus independent coverage by Reuters, AP or AFP.
