The resolver will first use the most recent aggregated trade on Binance with timestamp at or before 10:00 UTC, and if none is available it will use the close price of the 1-minute kline whose open time is 10:00 UTC. If Binance's public API is entirely unreachable or provides no determinative data for that timestamp, the market will be voided.
