Preferred evidence is the issuing authority’s official press release or website bulletin (state or municipal Protección Civil, government, or education authority). If not available there, corroboration by at least two independent reputable Mexican news outlets reporting the official order suffices. Social media posts count only if they come from an official government account and are reproduced on the issuing authority’s official site or reported by independent outlets. Advisory recommendations to evacuate, voluntary shelter openings, or closure announcements that do not explicitly cite weather or flooding do NOT count.
