The feed lists only elevated volcanoes (a missing volcano would indicate NORMAL), but Great Sitkin is present and at WATCH; because the last change to WATCH was on 2021-07-23 (before the window start), the volcano's level was WATCH for the entire window and was not NORMAL. Therefore the condition was not met → NO.
